**CDBG 5-Year Consolidated Plan comment period & public hearing**

Welcome to the Community Development Division of the Planning & Community Development Department. The division is responsible for managing a housing rehabilitation program funded with CDBG & HOME funds. The current housing rehabilitation programs include:
  • Owner-Occupied Single-Family Rehabilitation Loans
  • Urgent Repair Program (Forgivable Loan)
The City of Burlington receives CDBG funding through its designation as a Small Entitlement City. Funding for the upcoming 2020-2021 fiscal year has not been determined by HUD. As an eligible recipient of CDBG funds, the City of Burlington also can receive Section 108 Loan Guarantee Financing. For more information on Section 108 Loan Guarantee Financing, please contact the CD Administrator at 336-222-5094.

To receive HOME funding, the City of Burlington participates in a housing consortium of area local governments including the City of Greensboro, Guilford County and Alamance County with Greensboro serving as the lead agency. The formation of this consortium has enabled Alamance County, Burlington, Greensboro and Guilford County to join forces to cohesively and comprehensively improve the affordable housing situation and living conditions of many low- and moderate- income citizens in the metropolitan area. The City of Burlington's share of the HOME Consortium for FY 2020-2021 has not been determined. Alamance County's share of HOME Program funds has not been determined. The City’s Community Development Division administers Alamance County’s HOME Program.

Planning for projects is critical to the use of CDBG and HOME funds. The Department of Housing and Urban Development posts information from plans as they are available. Both the consortium and the city produce regular five-year consolidated plans as well as one-year action plans.  The City has hired a consultant firm to oversee the 2020-2024 5-Year Consolidated Plan process.  Please check the announcements page for updates on community meetings, as well as the Burlington 2020 Community Survey.
